How to submit order in Axis system?

Hi, I do submitted my order to System.... but information box come out show emergency surcharge not including, what can i do now? Another case my Amazon order, customer didn't put contact number, is that OK?.. can i do summit the order to system without the contact number. Regards, Khoo Guat Hui
