Un-gate Topicals Products Application was Rejected

Hi, My application for Topicals products was rejected by Amazon twice. The first rejection was brief, just mentioned invalid document and requested me to "provide an invoice reflecting the itemized list of goods purchase and terms of sale". I checked and confirmed that I sent the right invoice from Axis (same format as Nugano coffee), so I resent the invoice. Attached, is the content of second email from Amazon.
