Hi Sephine,
For Shopee, do you mean how to create the Chat Broadcast as well?
As for Lazada, to be eligible for the chat broadcast/CEM (Customer Engagement Management), you need to meet the following criteria:
1. At least 85% seller rating
2. At least 85% average same-day response
3. Minimum of 50 followers
